sys: Introduce CFStream
Implements `stream` module containing CFStream related functions and constants. Also uncomments some functions of `propertylist` that uses CFStream.
sys: Implement CFNotificationCenter
Implements `CFNotificationCenter` in `notification_center` module with all its constants and functions ordered in Apple docs order.
sys: runloop: Add missing stuff
Adds missing functions of CFRunLoop and sorts them in Apple docs order. Also I've implemented platform dependent variants of 2 fields of CFRunLoopSourceContext1 structure.
All of them are sorted in Apple docs order now.
Note: CFRunLoopTimerGetTolerance and CFRunLoopTimerSetTolerance
were already implemented at some point, however they're available
for macOS 10.9+.
sys: url: Add a lot of stuff
This pull request adds: Bookmark Data Creation Options constants, CFURLComponentType type and related constants, CFURLBookmarkResolutionOptions related constants, missing external constants and functions (all sorted in Apple docs order).

Adds `CFStringCompareFlags` constants, `CFStringEncoding` constants. Implements `CFStringNormalizationForm` type and its constants. Adds missing functions of `CFString` (they're sorted in Apple docs order) and implements `CFMutableStringRef` with its corresponding functions.

Adds missing functions of CFUUID, derives `Debug` and `PartialEq` attributes to CFUUIDBytes struct. All functions are sorted in Apple docs order.

Adds missing functions of CFTimeZone, implements CFTimeZoneNameStyle type and consts related to it. Sorts all stuff in Apple docs order.

Implements CFMutableSet and a missing const. Sorts all functions in Apple docs order. Replaces pointer placeholders of callbacks with actual function declarations.
sys: messageport: Sort functions, add error codes
Sorts all functions of CFMessagePort in Apple docs order, adds constants of CFMessagePortSendRequest Error Codes.
sys: mach_port: Add missing stuff
Adds missing structures, functions, etc of CFMachPort. All of them are sorted in Apple docs order.
Also I've added missing license at the top of file and removed redundant `pub use` of `base` structures.
CFCharacterSet (sys): Add missing functions & sorting
Adds missing functions and sorts them in Apple docs order. CFMutableCharacterSetRef is a mutable pointer now as it should be, according to CFCharacterSet.h.
CFBundle (sys): Add funcs & consts, sorting
Adds missing functions, types and constants from CFBundle.h. Several inline functions are also rewritten as unsafe Rust functions. All of them are sorted in Apple docs order.
