Run:

powershell.exe -NoProfile -ExecutionPolicy Bypass -File scripts\run-scale-ops-gate.ps1

Expected status is PASS_WITH_WEBHOOK_BLOCKED until a real external alert Webhook is configured and receipt is confirmed.
